			<content:encoded><![CDATA[<p style="text-align: justify;">In the wake of a recent report by the Auditor General of Ontario, Canada, the Ontario Government has introduced <a href="http://www.ontla.on.ca/web/bills/bills_detail.do?locale=en&amp;Intranet=&amp;BillID=2420" target="_blank">Bill 122</a> which will allow increased government oversight of hospitals, local health integration networks and other government-funded bodies in relation to consultants and expense reimbursements to consultants and staff.  The bill provides the government with the authority to make procurement directives, such as mandating competitive procurements and the adoption of codes of ethics. Hospitals and LHINs will also have to submit reports on their use of consultants, along with attestations about their organization’s compliance with the new legislation; executives’ pay may be reduced if they fail to comply.</p>
<p style="text-align: justify;">The Ontario chapter of the  <a href="http://www.cmc-canada.ca/" target="_blank">Certified Management Consulting Association</a> of Canada made a <a href="http://www.cmc-canada.ca/documents/PresentationSocialPolicyCommitteev4.pdf" target="_blank">presentation</a> to the Ontario government standing  committee committee arguing that the bill, although a welcome step to introduce financial transparency into government organisations, does not sufficiently clarify or define the term consultant, and doesn&#8217;t differentiate between management consultants and other types of consultants (medical, financial, engineering etc), contractors and &#8220;certified&#8221; management consultants.</p>
<p style="text-align: justify;">They have a valid point &#8211; qualified accountants have a professional designation and have been certified by an industry body. Likewise doctors, lawyers and other professional service providers. Yet management consultants are able to refer to what they do as a professional service, without having any accreditation to show for it.</p>
<p style="text-align: justify;">Is is time for regulators to start playing a role in shaping the industry into one where professional standards are set and followed by defining the term &#8220;management consultant&#8221; and  requiring individuals practicing in this field to pass an exam and / or an internship process to become qualified? This would also carry the implication that qualified individuals (or companies they work for) who violate the industry code of ethics could be stripped of their accreditation.</p>
